Capability changes careers. It also changes organisations.
ParaCOACH Recruitment is a specialist recruitment, career development and workforce capability consultancy built around a simple idea: the best recruitment and career outcomes begin with understanding capability.
We work with individuals to understand, develop, position and demonstrate their capability. We work with organisations to define the capability they need, find and assess the right people, and strengthen capability for the future.
Connecting capability with opportunity.

Eddie Freitas
Founder & Managing Director
Recruitment. Capability. Learning. Operational leadership.
ParaCOACH was founded by Eddie Freitas, a senior recruitment, learning and capability leader whose career has spanned emergency services, government, defence, healthcare, higher education and industry.
His experience includes senior leadership in learning and capability across the Asia-Pacific region, including executive leadership as CEO of three large Registered Training Organisations spanning defence, emergency services and health, together with strategic government capability leadership.
His public-sector career has included senior and executive work in emergency-management capability development within the NSW Premier’s Department and learning and capability leadership within Resilience NSW.
His Director-level public-sector experience also included working in partnership with the NSW Public Service Commission on capability framework implementation, leadership development and workforce capability initiatives, further strengthening his practical understanding of public-sector capability, leadership and workforce expectations.
Eddie also spent more than 20 years with NSW Ambulance, progressing from frontline clinical practice as an Intensive Care Paramedic into operational command, education leadership and specialist recruitment.
His roles have included Duty Operations Manager, Zone Manager, Manager Regional Education, Director Education and Senior Manager Operational and Specialist Recruitment, with enterprise talent and capability responsibilities.
His recruitment and selection experience has included frontline, graduate, specialist, leadership and education roles, including paramedic recruitment and selection, specialist paramedicine, Station Officer selection, Paramedic Educator selection and Clinical Training Officer selection.
Earlier experience includes nursing, service as a Royal Australian Air Force Nursing Officer, including fixed- and rotary-wing aeromedical operations, university teaching in paramedicine and nursing, and industrial paramedicine.
This progression — from practitioner to operational leader, educator, recruiter and capability executive — is central to the ParaCOACH approach.
- 01Understand the capability required.
- 02Develop it where needed.
- 03Position it effectively.
- 04Connect it with opportunity.
Traditional recruitment often begins with a vacancy.
Career support often begins with an application.
Training often begins with a course.
ParaCOACH starts with capability.
For an individual, that means understanding where they are, where they want to go, what the opportunity requires and how their experience can be developed and demonstrated with confidence.
For an organisation, it means understanding the work that needs to be performed, the capability required to perform it, the people and capability already available, and whether the best solution is to develop, recruit or combine both.
This is why ParaCOACH is more than a recruitment agency and more than a career coaching practice. We connect people, capability and opportunity.

Disciplines too often treated separately.
ParaCOACH brings together disciplines that are too often treated separately.
- 01Recruitment & SelectionDefining roles, sourcing talent, designing assessment, conducting merit-based selection and supporting successful appointments.
- 02Workforce CapabilityCapability and competency frameworks, workforce development, capability assessment, succession, leadership development and organisational capability planning.
- 03Career DevelopmentHelping people understand their capability, identify opportunities, develop evidence, navigate selection processes and progress throughout their careers.
- 04Learning & EducationLearning strategy, training needs analysis, curriculum and program design, vocational education and enterprise learning.
- 05Operational LeadershipPractical leadership experience in complex, operational and safety-critical environments where capability has real consequences.
That combination allows us to look beyond the immediate vacancy, application or training requirement and consider the broader capability outcome.
Practitioner experience.
Capability expertise.
Practical outcomes.
ParaCOACH has been shaped by experience on both sides of the employment equation — recruiting and selecting people, developing workforce capability, designing learning systems and programs, coaching career progression, and leading people and operations in complex environments.
Our approach is grounded in practical experience rather than recruitment theory alone.
Grounded in the settings where capability matters most.

Five principles behind every engagement.
- 01
Understand before prescribing
We take the time to understand the person, role, organisation and environment before recommending a solution.
- 02
Capability before process
Recruitment, development and selection processes should be built around the capability required for success — not simply inherited because that is how they have always been done.
- 03
Evidence over assumption
We use structured, transparent and evidence-informed approaches to recruitment, selection and capability development.
- 04
Develop where possible. Recruit where necessary.
Not every capability problem requires recruitment. Sometimes the right people are already inside the organisation and need clearer expectations, development or opportunity.
- 05
Practical outcomes
Our work is designed to be usable. Strategies, frameworks, development programs and recruitment processes should make a practical difference to people and organisations.
We don’t see recruitment as a transaction between a vacancy and a CV.
We see it as the point where organisational need, human capability and opportunity meet.
Sometimes that means finding the right person.
Sometimes it means developing the people already there.
Sometimes it means helping an individual recognise and demonstrate capability they have spent years building.
And during organisational change, it can mean doing all three.
That is where ParaCOACH works.
Connecting capability with opportunity.
